ABSTRACT
The socioeconomic development of the main coastal cities in Brazil occurred in the 1960s. During this period, the Amazon region entered the development model of the Brazilian government, with public investments in the transportation, housing and tourism sectors. This study aims to evaluate the effects of investments in public policies, starting in 1960, on the socioeconomic, urban and tourist development of the beaches of Crispim (Marapanim), Atalaia (Salinópolis) and Ajuruteua (Bragança) in the Atlantic Amazon, Brazil. In order to assess whether public investments contributed to socioeconomic, urban and touristic development, the indicators of the Municipal Human Development Index (MHID), the GEO Cities Method - the PEIR Matrix (UNDP) and the Tourism Competitiveness Index - TCI (MTUR) were used. The results showed that the three study areas presented medium MHDI: Salinópolis (0,647), Bragança (0,600), Marapanim (0,609). The main threats and impacts that affect the state of the environment and require responses from the public policies identified by the PEIR Matrix were: excessive use and contamination of the water bodies, absence of public services and soil pollution, occupation of PPAs and coastal erosion. As for the development of tourism, the municipality and the beach of Atalaia presented the highest Tourism Competitiveness Index (TCI) (VM: 26; VPA: 9; VNA: 13), followed by the beaches de Ajuruteua (VM: 20; VPA: 16; VNA: 12) and Crispim (VM: 13; VPA: 12; VNA: 23). In general, the dimensions Tourism Services and Equipment, Environmental Aspects and Access had the greatest number of variables not met, which hinders the development of competitive advantages over competitors. It is concluded that the public investments made in the previous years did not contribute positively to the socioeconomic, urban and touristic development of these beaches in the NE coast of the State of Pará. Negative effects overlap with significant environmental damages that compromise the environment, quality life and human health, socioeconomic activities, potential and tourism competitiveness. Therefore, mitigation measures are required by the public agencies, to mitigate the pressures and the impacts generated by this model of socioeconomic development of the Brazilian government for the Atlantic Amazon.

RESUMO
O desenvolvimento socioeconômico das principais cidades litorâneas brasileiras ocorreu a partir da década de 1960. Neste período, ocorreu a inserção da Amazônia no modelo de desenvolvimento do governo Brasileiro, com investimentos públicos no setor de transporte, habitação e turismo. Este estudo tem por objetivo avaliar os efeitos dos investimentos das políticas públicas, a partir de 1960, no desenvolvimento socioeconômico, urbano e turístico das praias do Crispim (Marapanim), Atalaia (Salinópolis) e Ajuruteua (Bragança) na Amazônia Atlântica, Estado do Pará, Brasil. Para avaliar se os investimentos públicos contribuíram para o desenvolvimento socioeconômico, urbano e turístico, utilizaram-se os indicadores do Índice de Desenvolvimento Humano Municipal - IDHM (PNUMA), Método GEO Cidades - Matriz PEIR (PNUD) e o Índice de Competitividade do Turismo - ICT (MTUR). Os resultados mostraram que as três áreas em estudo apresentaram IDHM médio: Salinópolis (0,647), Bragança (0,600), Marapanim (0,609). As principais ameaças e impactos, que afetam o estado do meio ambiente e exigem respostas por parte das políticas públicas, identificados pela Matriz PEIR foram: uso excessivo e contaminação do lençol freático, ausência de serviços públicos e poluição do solo, ocupação das APP e erosão costeira. Quanto ao desenvolvimento da atividade turística, o município e a praia do Atalaia apresentaram o maior Índice de Competitividade Turística (ICT) (VA: 26; VPA: 9; VNA: 13), seguido da Praia de Ajuruteua (VA: 20; VPA: 16; VNA: 12) e Crispim (VA: 13; VPA: 12; VNA: 23). De modo geral, as dimensões Serviços e equipamento turístico, Aspectos ambientais e Acesso tiveram o maior número de variáveis não atendidas, o que dificulta o desenvolvimento de vantagens competitivas em relação aos concorrentes. Conclui-se que os investimentos públicos realizados nos anos anteriores não contribuíram positivamente para o desenvolvimento socioeconômico, urbano e turístico destas praias no litoral do NE do Estado Pará. Os efeitos negativos adicionam-se a prejuízos ambientais significativos, que comprometem o meio ambiente, a qualidade de vida e saúde humana, as atividades socioeconômicas, o potencial e a competitividade turística. Exige-se, por isso, na atualidade, medidas mitigadoras, por parte do poder público, para atenuar as pressões e os impactos gerados por este modelo de desenvolvimento socioeconômico do governo Brasileiro para a Amazônia Atlântica.
