RESUMO
O presente trabalho descreve a primeira utilização do sistema integrado
para modelação numérica em engenharia portuária e costeira, GUIOMAR, na
avaliação do risco para a navegação em zonas portuárias. Trata-se de um
sistema desenvolvido no Laboratório Nacional de Engenharia Civil (LNEC)
com o software comercial de Informação Geográfica, ArcGISTM.
Foi criado um conjunto de procedimentos automáticos que implementa uma
metodologia de avaliação do risco para a navegação, com base na altura
do movimento vertical de um navio provocado pela agitação incidente no
navio ao longo da trajectória deste. A metodologia de avaliação do
risco considera que o grau de risco é o produto do grau atribuído à
probabilidade de ocorrência de movimentos verticais de um navio que
ultrapassam um limiar pré-estabelecido pelo grau atribuído às
consequências dessa excedência.
Para testar os procedimentos automáticos de avaliação do risco para a
navegação, utilizaram-se os registos de agitação marítima do período de
1988 a 2002 da bóia-ondógrafo localizada ao largo do Porto de Sines e
transferiram-se esses registos para o interior do porto, utilizando
dois modelos numéricos de propagação e deformação da agitação marítima
(SWAN e DREAMS), contidos no próprio sistema GUIOMAR. O modelo numérico
WAMIT foi utilizado para o cálculo dos movimentos verticais de dois
navios. O resultado desde trabalho consistiu na criação de mapas de
risco para três trajectórias distintas de entrada no Porto de Sines:
uma com destino ao terminal petroleiro, outra ao terminal multiusos e
outra ao porto de pesca.
Estes desenvolvimentos no sistema GUIOMAR contribuem para que ele
constitua um sistema fiável, simples e rápido de suporte à tomada de
decisão em estudos portuários e costeiros.

ABSTRACT
This paper describes a first approach on the port navigation risk
assessment using GUIOMAR, an integrated system for port and coastal
engineering modelling developed at the National Civil Engineering
Laboratory (LNEC), Portugal, using the GIS software ArcGISTM.
One of the major concerns in naval and port engineering is the
navigation safety within a port. When there is an obvious lack of
security, the consequences might be devastating. Losses of human lives,
cargo disturbances and environmental impacts can heavily penalize the
maritime industries. Consequently, it has become increasingly important
to develop methodologies and tools for risk assessment in port
navigation.
To assess the risk in port navigation, an integration of sea wave data
near the port with numerical simulations is required, thus enabling the
definition of the least favorable scenarios in terms of port
navigation. A better understanding of the sea wave characteristics can
be obtained using the numerical models of wave propagation and
deformation that allow the simulation of relevant scenarios.
However, since numerical models lead to large amounts of information,
their implementation is complex and requires time for both preparation
of the input data and results analysis. It is in this aspect that
Geographical Information Systems (GIS) are an asset, allowing a better
understanding of spatial and temporal information associated with
complex natural phenomena through the sampling of trends and patterns
that are essential in any decision-making process.
In this context, the GUIOMAR system (Neves et al., 2009a,b) has been
developed at the National Civil Engineering Laboratory (LNEC),
Portugal, to become an integrated system for port and coastal
engineering modelling in Portugal. Since this system is based on the
GIS commercial software ArcGisTM, it enables the application of wave
propagation models using all the functionalities inherent to GIS
software and will certainly help in the management of port and coastal
zones.
A set of automatic procedures was designed to include a new methodology
for navigation risk assessment based on the height of the wave-induced
vertical movement of a ship along her trajectory. For each ship
considered, the methodology can be summarized in three major steps: (i)
determination of the wave regime at the gravity centers of the sections
of the ship’s trajectory within the port; (ii) determination of the
amplitude of the vertical movements of a selected point in the ship in
each of those gravity centers; and (iii) evaluation of the port
navigation risk by assessing the product of the degree of probability
of exceedance of a pre-set threshold for the ship’s vertical movements
by the degree of its consequences.
To test these new procedures, a set of sea wave records of the Sines
wave-buoy from 1988 to 2002 was transferred into the Sines Port using
two numerical models for sea wave propagation and deformation (SWAN and
DREAMS), included in the GUIOMAR system. The numerical model WAMIT was
used for estimating the wave-induced vertical movements of two ships
inside the port. By applying these new procedures, automatic generation
of risk maps was carried out for three different trajectories for
entrance voyages into the port: one ending at the oil terminal, another
at the multipurpose terminal and another at the fishing port.
These developments do contribute towards a more versatile and efficient
GUIOMAR system, which results in a more adequate tool to support
decision-making processes in port and coastal management.
